Docks and Harbors operates and manages multiple waterfront facilities and properties throughout the City and Borough of Juneau. These includes two cruise ship docks, several small boat harbors and small boat floats, six launch ramps, two commercial loading facilities, two boat yards, and several hundred acres of tidelands and waterfront properties under lease.Docks and Harbors is managed by a nine person citizen board that is appointed by the CBJ Assembly. A Port Director serves as the chief executive and is appointed by the Docks and Harbors Board. The Port Director’s staff consists of a Harbormaster, a Port Engineer, a Deputy Port Engineer and an Administrative Officer.Docks and Harbors is an enterprise fund meaning that it operates without a local property or sales tax subsidy. Docks and Harbors is financed through a combination of user fees, lease fees, fisheries business taxes, state and federal grants, and local special sales taxes for specific projects. The annual operating budget of the Docks and Harbors enterprises is about $5 million per year. The annual capital improvement budget is about $10 million per year.
